Los derechos fundamentales y el derecho a la salud: sanidad en tiempos de COVID-19

Abstract

[ES] La pandemia global en la cual la sociedad ha estado y está inmersa, ha sido provocada por el virus SARS-CoV-2, conocido como coronavirus o COVID-19. Desde entonces ha tenido un enorme impacto, convirtiéndose en una pandemia a nivel mundial y provocando que la vulnerabilidad humana, los problemas de salud mental y las brechas en los sectores político, económico y sanitario se hiciesen notar más en nuestra sociedad. Además, esta pandemia obligó al Gobierno Español, entre otros países, a decretar por segunda vez la situación del estado de alarma, dejando a su paso millones de muertos y afectados, generando así una crisis sanitaria sin precedentes. A lo largo de esta pandemia han surgido muchas dificultades, como la escasez de los recursos materiales y humanos o el de las pésimas condiciones laborales. Esta pandemia, junto con las dificultades que han surgido para combatirla, han marcado un antes y un después en la línea-histórico temporal, poniendo de manifiesto la necesidad tan grande de mejorar el sistema sanitario, aplicando medidas de protección que sean efectivas y asequibles para toda la población y creando un plan de actuación para limitar y corregir los problemas futuros.

[EN] The global pandemic that the world society has suffered has been generated by the virus SARS-Cov-2 also known as COVID-19 or Coronavirus. From its origins it has had a dramatic impact, becoming a global pandemic. Indeed, it has triggered an increase in human vulnerability, mental health issues and the gaps within the political, economic and health sectors. Furthermore, this pandemic compelled the Spanish government, among other countries, to enact the alarm state for a second time; bringing forth, thus, millions of affected and dead people, as well as an unprecedented sanitary crisis During this pandemic several difficulties have arisen, such as the shortage of human and material resources or the dire working conditions. In this line, this pandemic, together with the obstacles emerged when combating it, have marked a before and an after in the history. Accordingly, it has manifested a large need for improving the health system. To this effect, effective and affordable protection measures for the totality of the population have been implemented; and, besides, an action plan so as to limit and solve future problems has been created.
