El déficit democrático de la Unión Europea: Algunas propuestas de mejora.

Abstract

[ES] El presente trabajo de investigación parte de la premisa de que la calidad democrática del funcionamiento de la Unión Europea presenta carencias notables. En este contexto, se ha generado una brecha entre la ciudadanía y la organización, que se percibe como ajena y distante por una gran parte de la población europea. Los factores que han contribuido al déficit democrático y, por consiguiente, al distanciamiento entre la UE y sus ciudadanos son múltiples y dispares. Sin embargo, en este trabajo trataremos de abordar los desequilibrios más significativos en el funcionamiento institucional de la Unión que han incidido en un cierto descrédito y desapego social respecto al proyecto de integración europea. En relación a esta cuestión, sostenemos la necesidad de paliar las negativas consecuencias derivadas del déficit democrático, por lo que plantearemos al final de este texto algunas propuestas encaminadas al fortalecimiento de la legitimidad democrática de la UE desde una lógica federalizante.

[EN] This research work is based on the premise that the democratic quality of the European Union's functioning shows notable shortcomings. In this sense, a gap has developed between citizens and the organization, which is perceived as alien and distant by a large part of the European population. The elements that have contributed to the democratic deficit and, consequently, to the estrangement between the EU and its citizens are multiple and disparate. However, in this paper we will try to address the most significant imbalances in the institutional functioning of the Union that have led to a certain discredit and social detachment with respect to the European integration project. In relation to this issue, we support the need to alleviate the negative consequences derived from the democratic deficit, so we will put forward at the end of this text some proposals aimed at strengthening the democratic legitimacy of the EU from a federalizing logic.
