| dc.description.abstract | The relationship between technicians and politicians have often been controversial. The resignation of Henri Delaire and the secret process opened against León Olalquiaga in 1911 are two clear examples of these conflicts that happened between both politicians and techinicans. The two incidents that have just been mentioned took place in the Committee of Agriculture inside the Diputación of Gipuzkoa and show us the fight between institutions and people with a background of caciquism.; La relación entre técnicos y políticos ha sido conflictiva en muchas ocasiones. La dimisión de Henri Delaire y el secreto proceso incoado a León Olalquiaga en 1911 son dos claros ejemplos de estos conflictos entre políticos y técnicos. Los dos incidentes mencionados tuvieron lugar en la Comisión de Agricultura de la Diputación de Gipuzkoa y nos revelan la lucha entre personas e instituciones sobre un fondo de caciquismo. | |
