Los sistemas de bienestar europeos: el impacto de la crisis

Abstract

[ES] Este trabajo intenta adentrarse en el conocimiento de la evolución y situación actual del Modelo Social Europeo (MSE) en los principales países europeos tras el paso de la crisis. Se centra en entender como el concepto Estado de Bienestar ha variado tanto en el tiempo como en el espacio mientras los problemas y necesidades de las sociedades actuales también han ido evolucionando, tratando de descubrir si esta evolución se ha producido de forma diferente en cada uno de los países europeos y principalmente tras el paso de la crisis. Para ello, comienza investigando el concepto MSE y los diferentes puntos de vista que existen por parte de los autores expertos en el tema en torno a este término, determinando así la existencia de diferentes modelos de bienestar dentro del ámbito de la Unión Europea (UE). En segundo lugar, se investiga sobre el origen y evolución de la crisis dentro de UE analizando las diferentes características macroeconómicas y decisiones políticas que pudieron afectar a cada país europeo. Y finalmente, a través del análisis del mercado laboral y la desigualdad y pobreza se pretende averiguar las situaciones de los Estados de Bienestar en cada modelo social europeo, viendo la repercusión que la crisis económica y social ha tenido sobre el bienestar de los países europeos y tratando de detectar las posibles diferencias entre ellos. [EU]Lan honen helburua gaur egungo Europako Eredu Sozialaren (EES) bilakaera eta egoera aztertzea da, herrialde europar nagusietan krisialdia igaro eta gero. Arreta jartzen du Ongizatearen Estatuaren kontzeptua denboran eta espazioan nola aldatu den ulertzen gizartearen beharrak eta arazoak aldatzen joan diren heinean, bilakaera horiek Europako herrialde bakoitzean eta krisiaren ondoren era ezberdinean jazo diren jakiteko asmoz. Horretarako, lehen pausua da EES kontzeptua eta termino horren inguruan adituek dituzten ikuspuntu ezberdinak ikertzea, Europar Batasun (EB) barruan existitzen diren ongizate eredu desberdinak zehazteko. Ondoren, krisiaren jatorriaz eta bilakaeraz ikertzen da EB barruan, hainbat ezaugarri makroekonomiko eta herrialde europar bakoitzean eragina izan zezaketen erabaki politikoak aztertuz. Azkenik, merkatu laboralaren, ezberdintasunaren eta txirotasunaren analisiaren bitartez, eredu sozial europar bakoitzaren Ongizate-Estatuaren egoera arakatu nahi da, krisi ekonomiko eta sozialak Europako herrialdeetako ongizatean izan duen efektua ikusteko, eta horien arteko diferentzia posibleak detektatzeko.

[EN]This work aims to become acquainted with the evolution and current situation of the European Social Model (ESM) in the main European countries after the crisis. It focuses on understanding how the concept of Welfare State has changed both in time and in space as the problems and needs of current societies evolved, attempting to discover whether or not this evolution occurred in a different way in each of the European countries and mainly after the crisis. In order to achieve that, it starts by researching the ESM concept and the different points of view that the experts have on the subject, thus determining the existence of different welfare models within the scope of the European Union (EU). Then, the origin and evolution of the crisis in the EU are researched, by analyzing the different macroeconomic characteristics and the political decisions that might have affected each European country. At last, the purpose is to find out about the situations of the Welfare States in each European social model through the analysis of the working market, the inequality and the poverty, therefore seeing the impact that the social and economic crisis has had on the welfare of the European countries, and seeking to detect the possible differences between them.
