Para alcanzar el aprovechamiento sostenible y equitativo de los cursos de agua internacional que comparten, los Estados ribereños deben acordar mediante tratados internacionales bilaterales los derechos y obligaciones que les permita alcanzar la gobernanza adecuada, la conservación de la cuenca hidrográfica pertinente y la construcción de la infraestructura que permita regular la cantidad de agua que fluye por su cauce durante un momento crítico, a través de mecanismos de inversión conjunta contenidos en tratados bilaterales.En los casos en que no se hayan celebrado tratados bilaterales, debemos recurrir a las otras fuentes del Derecho Internacional de los Cursos de Agua Internacionales, el cual es una rama en evolución y está disperso, por lo que es complejo determinar las normas que son obligatorias a los estados ribereños en relación con un curso de agua internacional y los intereses soberanos de los países varían dependiendo si están ubicados en la cuenca alta o baja, lo que dificulta alcanzar acuerdos en beneficio del recurso hídrico.Los Estados ribereños deben enfrentar con responsabilidad el cumplimiento de sus obligaciones para la protección de los cursos de agua internacionales y sus cuencas hidrográficas que están siendo afectados por poblaciones cada vez mayores que requieren más agua para distintos usos legítimos, y el cambio climático que provoca fenómenos climatológicos extremos que se traducen en inviernos cortos y violentos; y veranos largos y secos
