Las políticas de empleo en Francia

Abstract

This article is interested in the employment policies in France. The relative failure of the policies directed to certain groups, since they have not managed to contain the development of the underemployment, has driven the public power to favour the structural action from the 1990"s. More effective but also more questioned, the employment policies must be renewed to face the economic crisis. In fact, in spite of the enrichment of the growth in employment, the employment policies have known a few failures and must face to the challenge that represents the increase of the unemployment as consequence of the financial crisis that has turned into economic and social crisis.; Este artículo se interesa por las políticas de empleo en Francia. El fracaso relativo de las políticas dirigidas a ciertos colectivos, ya que no han conseguido contener el desarrollo del subempleo, ha conducido los poderes públicos a privilegiar la acción estructural a partir de los años 1990. Más eficaces pero más cuestionadas también, las políticas de empleo deben renovarse para enfrentarse a la crisis económica. Efectivamente, a pesar del enriquecimiento del crecimiento en empleo, las políticas de empleo han conocido fracasos y deben hacer frente al desafío que representa el incremento del paro como consecuencia de la crisis financiera que se ha convertido en crisis económica y social.; Artikulu honetan Frantziako enplegu politikak azaltzen dira. Zenbait kolektibori zuzendutako politiken porrot erlatiboak, ez baitute lortu azpi-enpleguaren garapena gelditzea, 1990etik aurrera egiturazko ekintzei lehentasuna ematera bultzatu ditu botere publikoak. Eraginkorragoak baina eztabaidagarriagoak ere, enplegu politikak berritu behar dira krisi ekonomikoari aurre egin ahal izateko. Enpleguaren hazkundearen aberastea egon arren, enplegu politikek porrotak izan dituzte eta krisi ekonomikoan eta sozialean bilakatu den finantza-krisiaren ondorioz izandako langabeziaren gehikuntzaren erronkari aurre egin behar die.
